After the Ballot: Why Post-Election SIR Matters for Electoral Integrity

This paper examines the significance of the Special Intensive Revision (SIR) of electoral rolls in safeguarding electoral integrity within India’s democratic framework. Traditionally conducted before elections, SIR is intended to remove duplicate and deceased voters while enrolling eligible citizens. However, recent controversies surrounding voter deletions, exclusion errors, and allegations of disenfranchisement have raised concerns about the timing and implementation of such intensive revisions. The study argues that conducting SIR immediately before elections may unintentionally compromise democratic participation, particularly among marginalized populations such as migrant workers, the urban poor, and individuals lacking formal documentation.
The paper proposes a conceptual shift in which SIR is repositioned as a post-election audit mechanism rather than a pre-election gatekeeping exercise. A post-election SIR would enable comprehensive verification of electoral rolls without affecting the legitimacy of the voting process or denying eligible citizens their franchise. Such an approach would also promote transparency, institutional accountability, and public trust through the publication of revised datasets and independent review mechanisms. While emphasizing that routine updating of electoral rolls should continue, the paper contends that large-scale intensive revisions are more appropriate as retrospective audits. By balancing electoral accuracy with the constitutional principle of universal suffrage, the proposed framework seeks to strengthen democratic participation and enhance confidence in India’s electoral system.
