One important pedagogical strategy enabling this transformation is blended learning, which combines traditional classroom instruction with online and digital learning settings. The article explores blended learning as an agent for educational transformation, highlighting how regulatory changes and international viewpoints influence its uptake and efficacy. The report emphasizes how blended learning improves accessibility, quality, diversity, and lifelong learning by drawing on policy analysis and international best practices. The study indicates that international cooperation and well-structured legislative frameworks are crucial for long-term educational reform through blended learning. It also addresses difficulties, ethical issues, and future perspectives.
