This paper examines the concept, theoretical aspects and the practical implications of decentralization, with a special focus on Peren District of Nagaland. Drawing ideas from various established definitions and perspectives, the paper explores how decentralization has improved local governance, administrative efficiency, and enhances community participation in the decision making process. The study highlights the role of decentralized governance in Peren District, particularly in the involvement of local civil society organizations (CSOs) in planning and decision-making processes. Despite its benefits, the process of decentralization faces several challenges in the context of Naga society. It is observed that the effectiveness of decentralization depends on the democratic set-up in which it operates. The paper concludes by emphasizing that decentralization should be viewed as a means to achieve participatory governance and local self-governance rather than an end in itself.
