Parameter Framework for Assessing Micro Enterprises in Bengaluru’s Residential Areas

In particular, Micro, Small and Medium Enterprises (MSMEs) – especially the smallest microenterprises – are crucial to India’s economy but often operate informally within residential neighborhoods. These microenterprises face spatial constraints and policy gaps as planning regimes have traditionally prioritized fiscal measures over localized landuse strategies (Kumar & Biswas, 2017). This study develops a structured framework of spatial parameters to assess these factors in Bengaluru’s residential areas. By synthesizing literature and policy analysis, we identify four broad planning-related dimensions – Land, Labour, Connectivity, and Environment – that influence microenterprise outcomes. We propose a unified parameter matrix linking these dimensions to observed MSME viability in urban clusters. The framework highlights how affordability of workspace, availability of local labour, strength of transport access, and quality of the urban environment can jointly enable or constrain microenterprise clusters. The results underscore the need for urban policies that integrate spatial parameters (not just financial incentives) to sustain microenterprises in residential zones. This provides planners with a structured tool to balance housing and local production for more inclusive urban growth.
