The enactment of the Major Port Authorities Act, 2021 marks a critical shift in port governance, providing greater autonomy to port authorities while encouraging private sector participation. It explores the shift from the Major Port Trusts Act, 1963 to a landlord port model, focusing on privatization and corporatization efforts. This paper explores the impact of this reform, focusing on the challenges, benefits and opportunities associated with privatization and corporatization under the new legislation. Through a comparative analysis and case studies, this paper assesses the implications for port governance, operational efficiency, labour dynamics and regional economic development. The Indian maritime sector plays a vital role in global trade and economic growth. However, inefficiencies, governance challenges, and infrastructural limitations have long plagued Indian major ports. The enactment of the Major Port Authorities Act, 2021, introduces a paradigm shift in port management by privatizing operations and corporatizing port trusts. This research paper critically examines the effects of privatization and corporatization on governance, operational efficiency, labor relations, and regional development. By analyzing the key provisions of the Act, the paper assesses the reforms effectiveness, challenges and the social-economic consequences of these changes. Through qualitative and quantitative methods, this paper provides insights into the outcomes of the reforms, challenges encountered and potential strategies for enhancing the efficacy of the Act.
